Prevent automatic Twitter posts in Bitlbee

This will cause the #twitter_nickname channel to only post tweets when prefixed with post. For example foo bar win 42 will not be posted to Twitter when strict commands are enabled. To tweet foo bar win 42, you need to input post foo bar win 42

Other commands that are available are:

• undo id
• favourite id or username
• follow username
• unfollow username
• report or spam username or id
• rt id or username
• reply id or username
