Turn Off Substitutions in OS X Mavericks Text Edit
If your a PHP dev. and your editing a CSV file for a migration tool or such AND you just happened to install OS X Mavericks.
Go turn OFF EDIT -> SUBSTITUTIONS -> SMART QUOTES
